Sudbury Village Center Master Plan
The Town of Sudbury, VT is looking to develop a master plan to help direct and support the revitalization and growth of their village center.
Over the years, the Town of Sudbury has slowly lost of many of the local town assets which helped bond the community together. With no local general store, school, post office, cafe or year-round community center, there has been a desire to re-establish some of these community functions which provided goods, services, and often fostered neighborhood relationships.
To help address this, the Town of Sudbury applied for—and was granted—Village Center Designation from the State of Vermont in 2025 for the town-owned village green property and adjacent parcels. This designation provides opportunities for additional grant funding, tax credits, and technical assistance for redevelopment, a goal supported by the Town Plan. Since then, the Sudbury Planning Commission was awarded a municipal planning grant to develop a community-driven vision for the future of this village center area. This vision planning process is intended to result in a long-range strategy known as the Sudbury Village Center Master Plan, a blueprint for future community enhancements.
The Village Center Master Plan will be a document—often with photos, drawings and maps—which outlines the desired future vision and general goals of the community for this area of town, to serve as a blueprint for future efforts. Such plans are often adopted as an amendment to a Town Plan. This planning process seeks to invite local residents to provide input on what issues are most important to them and allow them to help shape the plan. This webpage is intended to provide information and updates regarding this effort as it evolves.

September 2025 - Introductory Public Meeting Announced
ANNOUNCEMENT - The Town of Sudbury will be hosting a public meeting on OCTOBER 30TH, 2025 AT 6PM at the Sudbury Meeting House to introduce and discuss the Sudbury Village Center Master Plan. This first public meeting is an opportunity to meet our planning consultant, Regrowth Planning, to discuss this visioning effort with the community, learn about the anticipated steps, and provide early input on the process. All residents, property and business owners are invited and encouraged to attend.

What is the goal of this effort?
The goal of this effort is to develop a long-range planning document which will help guide the Town of Sudbury on achieving both short and long-term priorities for enhancing the village center area. The document will be used by local town officials, community leaders and residents to work toward a common vision for improving the community and will help leverage future grant funding for specific projects which the community supports.
Who is overseeing this work?
The Village Master Plan is being developed by our planning consultant Regrowth Planning. Regrowth Planning has been selected to serve as the consultant who will oversee and moderate this community discussion, working in conjunction with the Sudbury Planning Commission.
What are the boundaries of the Master Plan study area?
The focus of the master plan will be primarily on the area indicated within the Village Center Designation Map, however it is also anticipated to include adjacent parcels of private property owners who are interested in participating in the planning process, and the Village Residential (R-1) zoning district. Adjacent property owners who may have future ideas or plans for their land which can coordinate or support the goals of the village plan are invited to join in the discussion. The plan may also consider ideas on how to connect the village center to existing or future trails outside of this area.
Will this plan change my zoning?
The village master plan will not change the zoning of the area, however it is expected to make several zoning recommendations for future changes. These recommendations, if made, would need to be considered by the Selectboard, and would need to go through an adoption process with a public hearing before they could be made official.
I own land in this area. What if I do not wish to participate?
Participation is voluntary, however we encourage everyone to be a part of the discussion. Property owners who wish to participate are welcome to share their ideas or future plans for their property to discuss how it might coordinate with or support the overall vision. Property owners who are not interested in making any plans or changes to their land can still contribute suggestions.
How can I submit comments or suggestions?
If you are not able to attend our meetings in person, you may submit comments and suggestions at any time over the course of this project by clicking on the “COMMENT FORM” button shown below, which will open a separate page. All comments submitted will go to our planning consultant, who will review them and periodically share collected comments with the Planning Commission. All comments submitted are anonymous.
What if I am not able to attend the meeting(s)?
If you missed or are unable to attend one of the meetings, this webpage will still provide you with recap summaries and notes from each meeting in the Documents section above. Where possible, video recordings of meetings will be provided so that you can review them at your convenience, and submit any comments via the comment form.

How long is this process expected to take?
The overall process timetable is outlined above in the Timeline / Events Schedule, and is roughly anticipated to take about one year to complete. It may eventually be longer or shorter depending on the timing of meetings and other factors. Overall, the requirements of the funding grant dictate that the work must be completed no later than April 30, 2027.
